This results in a more flexible system and is less surprising as it means levels
can be used in the way they normally can in an ignore.
As an example the current approach to NO_ACT provides no way to let HILIGHTS
be shown, with this change /set activity_hide_targets can be recreated with:
/ignore #channel NO_ACT
/ignore #channel -except -regexp -pattern . NO_ACT HILIGHTS
(but obviously this can be configured in many more ways if desired).
have both except and normal levels. Nick ignoring checks now with both
old and new nicks.

they're known to all files and I don't need those stupid "void *xxx"
anymore just to avoid useless #include. Header files themselves don't
either include others as often anymore.
Added channel->ownnick to point to our NICK_REC in channel's nicks.
Gives a minor speedup in few places :)
Moved completion specific lastmsgs from channel/server core records to
fe-common/core specific records. Also changed the nick completion logic
a bit so it should work better now. Removed
completion_keep_publics_count setting, but changed the meaning of
completion_keep_publics to same as _count was before. Nick completion
doesn't have any time specific code anymore.

they're checked (every time a new line is received). This should reduce
some CPU load when using them.
